All the DLC can be split in three categories: pretty basic but new stuff that shouldve been added in a free update (such as the daynight cycle); reworks of systems that already exist in the game and that shouldve been reworked in a free update (Mass Transit, Park Life and Industries); and oddly niche features that dont ever impact a normal city (like Snowfall that only adds snow in specific maps where its permanently snowy, or Green Cities that is only relevant extremely late game and that doesnt impact anything at that point anyway). I dont think its too much to ask for a DLC that is actually new stuff and that actually impacts every city. My number one requested feature is some kind of city specialization like SimCity 2013 had (SC13 had mining, drilling, trading, electronics, culture, education and gambling).
